Expand research/legal-frame.md with per-jurisdiction analysis. Validate that the defensive-posture framing in design/threat-model.md is correct for each. Inputs from operator + (eventually) counsel.

Acceptance:

Concrete cite per jurisdiction (statute + court interpretation where relevant)
Template phrases for public-facing copy
What-NOT-to-say checklist
Reviewer-pass workflow defined for Medusa-related public surfaces
